This is very easy if you can recognize many examples that you often hear.
ex:
Bus stop
Train station
Grocery store
Bicycle rental
Mouse Trap
Vegetable basket
Student Library
Open door policy
Weekly visitor count
International High School Handicap Basketball Game

When we are naming a funtion, or specifying the title based on the purpose of an object or event, we usually use singular form, because singular forms represent 'total' or 'every', while plural forms indicate multiple similar objects happening at once.
ex:
The marriage leave   <<  How many marriages does a person usually get in one leave?
Or how many marriages does a person usually get during one job?

If you say 'marriage leaves', that means this person is taking some days off getting married many times in that month.  This also means that it is very common for employees to get married many times during their employment.

A file name is a file name,but you can still learn a lot from it.

Doing whatever you want does not help your English, even from just a file name.

It is obvious that Ray was asking about the grammar, not asking anyone to comment on how to name a file.  (Of course he knows that you can name it whatever. But he does not want to do that, he wants to understand more about it, so he asked his questions. )

And yes, this is a forum for English learning.

"Marriage leave is based on the policy of the employee's country of origin".

Marriage leave is a singular idea, usually. "Marriage leaves" is not wrong, and then you would use "are", but probably less heard in actual usage.
